The water and sewer billing is contracted through the City of La Porte as the system is an extension of the City of La Porte utilities.

The City of La Porte Utilities is contracted for maintenance services to the district. The cost of maintenance and repair for the system is calculated and included in the monthly sewer and water billing.

The 39 North Conservancy District mirrors the policies of the City of La Porte in applying penalties and shut off of water services.
